Professor Gabriella Blum of Harvard Law School gave a fascinating lecture on Tuesday entitled "The Fog of Victory" on the occasion of her appointment as the Rita E. Hauser Professor of Human Rights and Humanitarian Law. The blurb and event video are below.
The research explores how changes in geopolitical realities, technological capabilities and normative sensibilities shape the modern regulation of warfare, and suggests some predictions about how they might shape regulation in the future.

The research explores how changes in geopolitical realities, technological capabilities and normative sensibilities shape the modern regulation of warfare, and suggests some predictions about how they might shape regulation in the future. Specifically, it explores how notions of justice and fairness, as they are infused into other areas of international law, are translated into norms governing the use of force, and how they are affected by power imbalances, a greater concern for individuals (as compared to collectives), and technological means that manipulate the allocation of risk on the battlefield.

Ritika Singh was a project coordinator at the Brookings Institution where she focused on national security law and policy. She graduated with majors in International Affairs and Government from Skidmore College in 2011, and wrote her thesis on Russia’s energy agenda in Europe and its strategic implications for America.
