A. Raymond Randolph, a D.C. The video is now available on Heritage's web site; Judge Randolph's speech opens with a lengthy series of quotations from this paper that Bobby and I wrote with Rabea Benhalim. Bobby and I and Brookings Legal Fellow Larkin Reynolds are currently in the course of updating that paper for re-release later this fall. I will post comments on Judge Randolph's speech after I have digested the whole thing.
