Scott R. Anderson is a fellow in Governance Studies at the Brookings Institution and a Senior Fellow in the National Security Law Program at Columbia Law School. He previously served as an Attorney-Adviser in the Office of the Legal Adviser at the U.S. Department of State and as the legal advisor for the U.S. Embassy in Baghdad, Iraq.
Rebecca Ingber is a professor of law at Cardozo Law School, where she teaches and writes about international law, national security, foreign relations law, and constitutional separation of powers. She is a Co-Director of the Floersheimer Center for Constitutional Democracy and a senior fellow at the Reiss Center on Law and Security at NYU School of Law. From 2021 to 2023, she served as the Counselor on International Law in the Office of the Legal Adviser at the U.S. Department of State. Her work has been published in the Virginia Law Review, the Texas Law Review, the Iowa Law Review, the American Journal of International Law, the Harvard International Law Journal, and the Yale Journal of International Law, among others. Ingber is a graduate of Yale College and Harvard Law School and a former clerk for Judge Robert P. Patterson, Jr.​ of the Southern District of New York.
Benjamin Wittes is editor in chief of Lawfare and a Senior Fellow in Governance Studies at the Brookings Institution. He is the author of several books.
