White House Releases Artificial Intelligence Action Plan
The plan outlines three pillars—innovation, infrastructure, and security—intended to propel the U.S. to global AI dominance.

On July 23, the Trump administration released the text of its new artificial intelligence (AI) policy titled “Winning the Race: America’s AI Action Plan.” The policy, which focuses on achieving and maintaining American global AI supremacy in the race with China, frames AI dominance as foundational to American national security interests.
The plan outlines three pillars to structure AI policy: innovation, infrastructure, and international diplomacy and security. The first pillar, accelerating American AI innovation, outlines efforts to remove red tape prohibiting AI innovation, mass adoption, and ecosystem enlargement. The second pillar, building AI infrastructure, emphasizes the importance of improving cybersecurity critical infrastructure, bolstering AI system guardrails, and developing a grid to keep pace with the speed of American AI innovation. The final pillar, international security and diplomacy, includes recommendations for how the United States can share AI innovations with foreign allies and partners while countering China’s influence campaign.
The plan also identifies three guiding principles present across each pillar: empowering American workers through AI-related job creation, committing to building AI systems that are free from ideological bias, and preventing American technology from being stolen by malign actors.
